Powell & Marion, OH

The Short Version

## Dublin home insurance, in 60 seconds

- **Home insurance in Dublin, OH starts with rebuild cost.** Good coverage, an honest quote and the right questions matter more here because Dublin’s median owner-occupied home value was $563,500 in the Census Bureau’s 2020–2024 American Community Survey, more than double Ohio’s $214,800.

- **Your county changes one line on the policy.** Dublin sits in parts of Franklin, Delaware and Union counties. Only the Delaware County part is on Ohio’s list where insurers must offer optional mine subsidence coverage.

- **Water is the big gap.** Flood from the Scioto River or the Indian Run forks needs a separate flood policy, and a sump pump or sewer backup into a finished basement usually needs a water backup endorsement.

- **Trees and associations add their own wrinkles.** The city cares for street trees in the right-of-way, while trees on your lot are yours. In an HOA or condo, line up the association’s policy with your own.

- **Do this:** confirm your county, check your dwelling limit against today’s rebuild cost, price water backup and flood, and compare quotes at identical limits and deductibles.

Maybe you just closed on a house off Glick Road, Avery Road or somewhere in between, and the lender wants proof of insurance before closing. Maybe your renewal came in higher again, and you’re wondering whether a Dublin home simply costs more to insure. Or maybe the creek behind your yard rose higher last spring than you expected.

This guide covers home insurance in Dublin, Ohio specifically: the county question, rebuild cost on higher-value homes, the Scioto River and Indian Run, finished basements, street trees, HOA and condo communities, and how to compare quotes. For the statewide basics, like the six parts of an HO-3 policy, replacement cost versus actual cash value and the Ohio FAIR Plan, see our [Ohio homeowners insurance guide](https://egoodwininsurance.com/blog/home-insurance/ohio-homeowners-insurance-guide-coverage-costs-and-quote-questions/).

We serve Dublin from our [Powell office](https://egoodwininsurance.com/powell/) at 74 E. Olentangy Street, just up the road in southern Delaware County, and from our Marion office. We’ve been helping Ohio homeowners since 1990, and we work for you, not an insurance company.

## Which county is your Dublin home in, and why does it matter for insurance?

**The short answer:** Dublin spans parts of Franklin, Delaware and Union counties, and the county decides whether your insurer must offer optional mine subsidence coverage, which applies only to the Delaware County part of the city.

The City of Dublin’s own [Community Plan](https://communityplan.dublinohiousa.gov/implementation/utilities) notes that portions of the city lie within Franklin, Delaware and Union counties. Most of the time, the county line doesn’t change much on a home policy. Your rate depends far more on the house, the ZIP code, your deductibles and your claims history.

There is one Ohio rule where the county does matter. Ohio Administrative Code [rule 3901-1-48](https://codes.ohio.gov/ohio-administrative-code/rule-3901-1-48) (effective February 14, 2022) sorts Ohio counties into two groups for mine subsidence coverage, which pays for damage when old underground mines collapse beneath a home.

Source: Ohio Administrative Code rule 3901-1-48, effective February 14, 2022, reviewed November 2026. Your policy and your county auditor’s record control.

You decide. The rule caps the yearly premium at $20 in optional counties.

Franklin County

Not listed in either group.

No required offer. Ask your company whether any earth movement option exists.

Union County

Not listed in either group.

No required offer, same as Franklin County.

Where it applies, the rule limits coverage to your dwelling limit or $300,000, whichever is less, with a deductible between $250 and $500. Mine subsidence is not the same as earthquake coverage, which is a separate endorsement. Twenty-six other Ohio counties, mostly in the east and southeast, must include mine subsidence on every policy; none of Dublin’s three counties is in that group.

Not sure which county your house is in? Your property tax bill or the county auditor’s website will say. A Dublin mailing address alone doesn’t tell you the county, or even whether the house is inside the city limits. Tell us the county when you ask for a quote, so every company prices the same address correctly.

## How much dwelling coverage does a Dublin home need?

**The short answer:** Enough to rebuild the house at today’s labor and material costs, with its actual finishes, which can be far from both the sale price and the tax value in a market where home values run well above the Ohio median.

$563,500

was the median value of owner-occupied homes in Dublin in the U.S. Census Bureau’s

[2020–2024 American Community Survey](https://www.census.gov/quickfacts/fact/table/dublincityohio/PST045225)

, compared with $214,800 for Ohio as a whole. About 77% of Dublin homes are owner-occupied, versus 67% statewide.

Those are survey estimates of what owners think their homes are worth, and they include the land. Insurance doesn’t rebuild land. Your dwelling limit should track what it would cost a contractor to rebuild the house, from the foundation up, with the same size, materials and finishes.

In Dublin, that number can surprise people in both directions. A larger home with stone or brick veneer, custom millwork, a finished lower level and a three-car garage can cost more to rebuild than buyers expect. A modest home on a valuable lot may need less dwelling coverage than its sale price suggests.

The Ohio Department of Insurance’s [homeowners insurance guide](https://insurance.ohio.gov/wps/portal/gov/odi/consumers/homeowner/homeowners-insurance-guide) says most policies expect you to insure at least 80% of replacement cost. Fall below that, and even a partial claim can pay less. Our [statewide guide walks through that math](https://egoodwininsurance.com/blog/home-insurance/ohio-homeowners-insurance-guide-coverage-costs-and-quote-questions/#dwelling-limit).

Three things deserve extra attention on a higher-value Dublin home:

- **Extended replacement cost.** This adds a cushion above your dwelling limit if a widespread storm pushes up local labor and material prices. Availability and the percentage vary by company.

- **Ordinance or law coverage.** After a major loss, the repair may have to meet current building code. ODI notes that even guaranteed replacement cost may not pay for those upgrades unless you add this coverage.

- **Scheduled valuables.** Jewelry, art, watches and collections often carry low sub-limits on a standard policy. Listing them separately can give them their own coverage.

When you renovate, tell us. A finished basement, new kitchen or added sunroom raises rebuild cost, and the policy won’t know unless someone updates it.

## Do Dublin homes near the Scioto River or Indian Run need flood insurance?

**The short answer:** Your homeowners policy doesn’t cover flood, so if your home sits near the Scioto River, the North or South Fork of Indian Run or another Dublin stream, it’s worth checking FEMA’s map and pricing a separate flood policy.

The Scioto River runs through the middle of Dublin, and smaller streams feed it from the west. The city’s [Waterways Maintenance Program](https://dublinohiousa.gov/waterways-maintenance-program/) covers 48 miles of open channels, waterways and streams, including the North and South Forks of Indian Run and Tonti Creek. The city says the work helps keep carrying capacity, especially in areas with FEMA-designated floodways and floodplains.

That program covers streams in city-owned areas or where the city holds a maintenance easement. It doesn’t change what your own insurance does. A standard homeowners policy typically doesn’t cover flood damage, according to FEMA’s [National Flood Insurance Program flyer](https://agents.floodsmart.gov/sites/default/files/fema_your-nfip-flood-insurance-decision_flyer_10-2024.pdf) (October 2024).

Here’s what the NFIP offers, per that FEMA flyer:

- **Limits:** up to $250,000 on the building and $100,000 on belongings.

- **Timing:** typically a 30-day waiting period before a new policy takes effect, with some exceptions, such as a loan closing.

- **Risk outside the zone:** about one-third of NFIP claims from 2013 to 2023 came from outside current high-risk flood areas.

For a higher-value Dublin home, the NFIP building limit may sit well below rebuild cost. Some households look at excess flood coverage above it. Options and pricing vary, so we review it house by house.

[Flood Map Service Center](https://msc.fema.gov/portal/home)

. Maps change, too. The Ohio Department of Natural Resources’

## Is a finished basement in Dublin covered if the sump pump fails or the sewer backs up?

**The short answer:** Usually not on a standard policy, because water that backs up through a drain or overflows a failed sump pump typically needs a water backup endorsement, with a limit large enough for what’s downstairs.

If your Dublin home has a finished basement, with carpet, drywall, a family room, a bar or a guest suite, that’s a lot of value sitting below grade, right next to the floor drain and the sump pit.

The Ohio Department of Insurance’s [Severe Weather Toolkit](https://insurance.ohio.gov/wps/portal/gov/odi/consumers/homeowner/02-severe-weather-toolkit) says water backup in the basement isn’t typically covered and must be added, and that sewer and drain backup is excluded or limited in most policies. Whether a claim pays usually turns on the cause of the water:

Burst pipe

### Usually covered

Sudden water from inside the plumbing is a typical covered loss, after your deductible.

Sump or drain backup

### Needs the endorsement

A failed sump pump or a backed-up floor drain usually needs water backup coverage added to the policy.

Surface water

### That’s flood

Water that rises and flows in from outside is flood, which needs a separate flood policy.

Slow seepage

### Often excluded

Water that seeps through foundation walls over time is often treated as maintenance, not a sudden loss.

Dublin watch-out

**Match the backup limit to the basement.**

Water backup endorsements usually carry their own limit, and the lowest options can be small next to what it costs to redo a finished lower level. If yours is finished, ask what it would cost to replace the flooring, drywall, cabinets and furniture, then pick a limit that fits.

Prevention helps on both ends. A battery backup on the sump pump, a water sensor near the pit and a check that the discharge line drains away from the house can stop a claim before it starts. Some companies credit protective devices, so mention them when you quote.

## Who pays when a storm drops a tree on a Dublin house?

**The short answer:** If a tree hits your house, garage or fence, your own homeowners policy usually pays for the repairs and removal after your deductible, no matter whose tree it was; street trees in the right-of-way belong to the city.

Dublin’s Forestry staff care for every street tree in the city, and the city says it has saved more than 1,700 ash street trees from emerald ash borer. Trees are part of the appeal here, and they’re also why tree claims come up after central Ohio wind storms.

The Ohio Department of Insurance says that when a tree falls on your home, garage or fence, a homeowners policy typically pays to repair the structure and contents and to remove the tree. A tree that falls across the yard without hitting anything may get limited or no removal coverage. A separate wind/hail deductible may apply if wind brought it down.

Ownership matters more for prevention than for the claim. According to the city’s [Forestry page](https://dublinohiousa.gov/forestry/):

- **Tree lawn trees are city trees.** City Forestry staff care for street trees in the public right-of-way, and the city asks residents not to prune them. If one looks damaged or dead, report it through the city’s GoDublin service request system.

- **Trees on your lot are yours.** The city says decisions about ash trees on private property belong to the owner, and it recommends ISA Certified Arborists for that work.

- **Some trees are protected.** The city requires a removal permit for protected trees. Trees on private residential property outside no-disturb zones are exempt. After an emergency removal, the city asks you to report it within 48 hours.

A dead or leaning tree near the house is cheaper to deal with before a storm than after one. And if a claim involves a tree near a property line, call us before you call a contractor, so the photos and the paperwork start right.

**Reviewed by Mark Goodwin.**

Mark has been a licensed insurance professional since 1990. He took over his father’s family agency in Marion and grew it into eGoodwin Insurance, with offices in Powell and Marion, and he serves on the boards of the Powell Chamber of Commerce (past president) and the Powell Development Corporation. On a Dublin policy review, the dwelling limit and the water backup limit are the two numbers our team checks first.

“We work for you, not an insurance company.”

## What changes if you live in a Dublin HOA or condo community?

**The short answer:** Your association’s documents decide what its master policy covers and what falls to you, so read the declaration and bylaws, then size your own policy, including loss assessment coverage, to fill the gaps.

If your neighborhood has a homeowners or civic association, the city may already work with it directly. Its [Stormwater Basin Maintenance Grant Program](https://dublinohiousa.gov/stormwater-maintenance-grant-pilot-program/), approved in June 2021, helps associations maintain city-owned stormwater basins that the associations privately maintain, with awards of $2,000 to $10,000 and an equal match.

That’s a good reminder that associations carry real responsibilities, and real costs. Here’s how insurance usually splits:

- **Single-family homes in an HOA.** You normally insure your whole house on a homeowners policy. The association insures common areas, like a clubhouse, pool or entry features, on its own policy.

- **Condos and attached homes.** The association’s master policy covers some or all of the building. Your condo policy (an HO-6) covers your belongings, your liability and the part of the unit the documents make yours, such as interior walls, cabinets and flooring.

- **Loss assessment.** If a covered loss to common property runs past the association’s coverage, or hits its deductible, the association may assess owners. Loss assessment coverage on your policy can help pay your share, up to its limit.

Ask the association or its manager for the master policy’s declarations page, including the deductible. If the master deductible is large, your own policy’s loss assessment and building coverage should account for it. Our [condo insurance page](https://egoodwininsurance.com/condo-insurance) covers the HO-6 side in more detail.

## What should Dublin homeowners ask before comparing home insurance quotes?

**The short answer:** Confirm the county and the rebuild cost first, then quote every company at the same limits, deductibles and endorsements, and only then compare price, roof terms and liability.

Two quotes on the same Dublin house can differ by hundreds of dollars and still not be the same coverage. One may have a lower dwelling limit, a percentage wind/hail deductible, actual cash value on the roof or a small water backup limit. As an independent agency, we quote the same coverage across our lineup of companies so the prices actually compare. These are the questions we work through with you:

- **Which county is the house in?** Franklin, Delaware or Union. It affects the mine subsidence offer and makes sure every company rates the right address.

- **What would it cost to rebuild?** Use a current replacement cost estimate with your real finishes, not the sale price or the auditor’s value. Quote every company at that number.

- **What are the deductibles in dollars?** Line up the all-perils deductible and any wind/hail deductible. A 2% wind/hail deductible on a $600,000 dwelling limit means $12,000 out of pocket on a hail claim.

- **How does the roof settle?** Ask whether the roof pays at replacement cost or actual cash value, and whether that changes with the roof’s age.

- **What water coverage is included?** Check the water backup limit against your basement, and decide on flood separately.

- **Is the liability limit sized to what you own?** A household with home equity, investments, a pool or teen drivers often wants more than the base limit, and an umbrella on top.

- **What discounts apply, and why?** Bundling, protective devices, a newer roof and a claims-free history may all count, depending on the company. Ask which ones you’re actually getting.

That liability question deserves a second look in Dublin. Higher home values usually mean more equity and savings to protect. An [umbrella policy](https://egoodwininsurance.com/policies/umbrella-insurance/) adds a layer of liability above your home and auto limits for the rare claim that runs past them. Companies usually require certain underlying limits first, so we set those together.

Bundling home and auto with one company may lower what you pay, too. Eligibility and discounts vary. The best time to compare is a few weeks before renewal, or before a remodel, a new roof or a move.

## The bottom line

A Dublin home policy comes down to a handful of decisions: **a dwelling limit set at today’s rebuild cost**, **water backup sized to your basement**, **a flood decision made before the forecast turns**, **deductibles you could pay tomorrow** and **liability that matches what you’ve built**. Know your county, and read your association’s documents if you have one.

## Other questions Dublin homeowners ask

### What does a standard Ohio homeowners policy cover?

A standard HO-3 covers the house, other structures, belongings, extra living costs, liability and small medical bills for guests, each with its own limit. Our [Ohio homeowners guide](https://egoodwininsurance.com/blog/home-insurance/ohio-homeowners-insurance-guide-coverage-costs-and-quote-questions/) explains each part and the common exclusions.

### How do I buy flood insurance for a Dublin home?

Through the National Flood Insurance Program or a private flood policy, usually alongside your homeowners policy. NFIP policies typically take 30 days to start, so don’t wait for a storm. See our [flood insurance page](https://egoodwininsurance.com/flood-insurance).

### What does a condo policy cover in Dublin?

Your belongings, your liability and whatever part of the unit your association’s documents assign to you, plus loss assessment if you add it. Our [condo coverage page](https://egoodwininsurance.com/condo-insurance) walks through the HO-6.

### Do I need an umbrella policy?

If you have significant home equity, savings, a pool or a teen driver, it’s worth pricing. An umbrella adds liability protection above your home and auto limits. See our [umbrella insurance page](https://egoodwininsurance.com/policies/umbrella-insurance/).

### Where is eGoodwin’s office closest to Dublin?

Our Powell office at 74 E. Olentangy Street serves Dublin, Lewis Center, Westerville and Delaware, Monday through Friday from 9 to 5. Details are on our [Powell office page](https://egoodwininsurance.com/powell/).

## Dublin, Ohio home insurance FAQ

How much does home insurance cost in Dublin, Ohio?

There isn’t one honest Dublin number. Each company files its own rating plan, and your price depends on the house’s rebuild cost, age, construction and roof, your ZIP code, your deductibles and endorsements, and your claims and credit history. Dublin’s median owner-occupied home value was $563,500 in the Census Bureau’s 2020–2024 survey, more than double Ohio’s, so dwelling limits here often run higher, which raises premiums. The way to find your number is to quote the same coverage across several companies, which is what we do for Dublin homeowners.

Is mine subsidence coverage required for a Dublin, Ohio home?

No. Under Ohio Administrative Code rule 3901-1-48, effective February 14, 2022, mine subsidence coverage is mandatory in 26 Ohio counties, and none of Dublin’s three counties is among them. Delaware County is on the separate optional list, so if your Dublin home is in the Delaware County part of the city, your insurer must offer it and you decide. The rule caps that optional premium at $20 a year. Franklin and Union counties aren’t on either list. Check your property tax bill or county auditor’s site to confirm your county.

Does a Dublin homeowners policy cover flooding from the Scioto River?

No. A standard homeowners policy typically doesn’t cover flood, whether the water comes from the Scioto River, one of the Indian Run forks or heavy rain running across your yard. Flood coverage comes from a separate policy, through the National Flood Insurance Program or a private flood insurer. FEMA says NFIP policies offer up to $250,000 on the building and $100,000 on belongings, and they typically take 30 days to start. Look up your address on FEMA’s Flood Map Service Center, then price a policy even if you’re outside the high-risk zone.

Who is responsible for the tree in front of my Dublin house?

If it grows in the tree lawn, the strip in the public right-of-way, it’s a city tree. Dublin’s Forestry staff care for street trees, and the city asks residents not to prune them. Report a damaged one through the GoDublin service request system. Trees on your own lot are your responsibility. For insurance, ownership matters less than you’d think: if any tree falls on your house, garage or fence, your own homeowners policy usually pays for repairs and removal after your deductible, according to the Ohio Department of Insurance.

Does my HOA’s insurance cover my Dublin home?

Usually not the house itself if you own a single-family home. In most Dublin HOAs, the association insures common areas like a pool, clubhouse or entry features, and you insure your house on your own homeowners policy. Condos and attached homes are different: the association’s master policy covers some or all of the building, and your HO-6 condo policy covers your belongings, liability and the parts of the unit the governing documents assign to you. Read the declaration and bylaws, ask for the master policy’s deductible and consider loss assessment coverage.

Can eGoodwin insure my Dublin home if your office is in Powell?

Yes. We’re an independent agency licensed in Ohio, and our Powell office at 74 E. Olentangy Street serves Dublin, Lewis Center, Westerville and Delaware, with our Marion office as a second location. Most Dublin clients work with us by phone and email, and you’re welcome to stop by Monday through Friday from 9 to 5. We quote the same coverage across our lineup of companies, explain the differences, and stay with you for renewals, claims questions and policy changes. Call (740) 387-8335 or start online.
